    Hi, I would like to ask where I could report somebody that does act against the rules of the game.

    Support^^
    its against the rules i believe to name & shame on the forums etc, so send it to support.
    although it depends on the rule breakage, its best to have a screenshot/vid of the rule breakage otherwise support can't do much without the evidence.
