    I know there is an issue with having zero pirates. Does that mean no one can cap or be capped as it is ?

    Ahoy mate,

    There is indeed an issue with placing pirates back on. Unfortunately, If you do not have pirates you cannot cap another player. However, if they do then they will be able to.
