    I cannot find any of this NPC in the Maps where the Seafight Bible says they should be. What am I missing? Thank you for your help.

    Ahoy,

    The Ruthless Frigate spawns in the maps 2 to 5 as listed in the Seafight Bible. There is no special spawn requirement, these are unfortunately just quite rare NPCs.

    Yes...they must be exceptionally rare (even though they are only 15,000 hit points apiece). Thanks Swift!
