You can look at Skill Tree FAQ's in this link https://board-en.seafight.com/threads/skill-tree.173826/, as per your question the Skill Reset Tokens can currently be gained from achieving the last shot on the VCMA Harrowstorm

 

You fellow player is correct. They can be obtained from the VCMA Harrowstorm.

It is not only last shot on Harrowstorm which gives Skill Reset Tokens, all damage on Harrowstorm gives Skill Reset Tokens, but only around 1 Token for every 20.000 pearls.

 

There is not a way to purchase the reset token but you are correct that it is either last shot or most damage that is awarded the token.

Harrowstorm isn't listed on the NCP FAQ page. Where is this ship and what level do we need to be to see it? And why would they make it so difficult and restrictive to be able to reset your skills? Every level that is capable of acquiring a skill (everyone) should also be able to acquire a reset token.

The VCMA Harrowstorm is not listed on the NPC's page as it is not in a regular map but inside the Commonwealth Raid, just as we do not list the Behemoth, Amaterasu, Kraken or Scroll NPCs in the NPCs FAQ.

You can find more information about this in the Commonwealth Raid Map FAQ.

Skill Reset Tokens will be added to other NPCs and other possible ways to gain them in the future.
