Now the Golden Stag is an NPC in map 30/1:


The Golden Stag


Hitpoints: 1,000,000,000.

Reward for Destroying (Damage Share):
2,000,000 Pearls.
3,800,000 Experience Points.
3 Lionhearts.

Bonus Reward:
You can receive a bonus up to a maximum of 2,000,000 additional pearls.
This depends on how many Vovoi Reputation you have and if you have completed
the Quest: Blood Complex (Finishing Vovoi Quest Line 3).

Map Locations: 30/1.

Spawn Requirement: Spawns every 6 hours.

Minions: Between 750,000,000 and 500,000,000 HP this NPC will spawn 4 Snapjaws repeatably.

Special Features: This NPC will Teleport away once it reaches 10% HP and you will get the reward for destroying it.

it can drop the Basic Transmutation recipe and then once opened you have Pirate Steel.

what does one need pirate steel for? (BTW I looked up in the Seafight Bible you indicate and could not find Pirate steel)
