Atlantis optional questline 7 broken

    I've tried to bring up the quest window for optional questline 7 and all I'm getting from sparks is that "the questgiver doesn't have anything for you right now" I havn't done commonwealth courser quest so I should be able to pick the quest up but it's blank and i'm not able to.
