Fastest Possible Reload Time using Depth Charge Ammo?

Given the following ammo stats (see below) and assuming one has the fastest reload time possible (1.5 seconds), what is the precise number for the fastest reload time a ship can (legally) have using Depth Charge ammo? (I calculate 1.5 + 2.0 + .2 = 3.7 seconds). Is this correct? Or is it 1.5 + 2.0 + .35 <--(3.5 times 10%) = 3.85 seconds? Or am I wrong on both examples? Thank you for your time and help.

The easiest way to check the fastest reload time with Depth Charge ammunition would be to put on the Firestorm Cannon Level 6 on your ship + Unobtanium Chain of Speed (1 would be enough without mixing anything) + Depth Charge Ammunition.
