why is the chat box frozen in the middle of the water screen?

Please make sure that you dont have your chat locked in place (lock button next to 'x button).
If thats not the case then provide us with your server and user id or contact Support.

Upon reviewing your account I find no issue with your chat being stuck in place.

You can move it freely, try stretching it a little and then dragging it by the room bar (eg. next to "Global").

Ok...I can move it if I make it big enough.... thanks. Another question...do the hits from the sentinal count towards ep and elp? Also do hits from the sentinal count towards things like seasons hit points? For example :marauders hunt:

 

Your sentinel do not provide you with additional ELP / EXP and the damage caused by it doesnt count towards your season task.
