What could cause this...?

I often see players I am spying who have, as an example I saw tonight, a normal reload speed of 1.5 seconds, that briefly goes to 2.0 seconds. I thought they were having cobalt gunpowder used on them, but since it only adds 5% more to their reload time, that can't be what is doing it. Do you have any ideas? Thank you.

the use of Cobalt Gunpowder,
the use of elmos fire / chilling touch,
the use of Depthcharge ammunition

Thank you. However, I don't see how depth charge ammo could ever reach a reload time of 2.0 (see below). What am I missing?

Depth Charge ammo: Reload Time: +2 seconds (absolute) and +10%

 

depth charge slows your reload down hits hard but reloads very slow

 

Yes, it raises your reload time. That's my point. And it never gets down near 2.0 seconds. (Mine is over 3 seconds right now). The player I spied went from 1.5 to 2.0, and that can't be a result of using depth charge ammo.

 

You've asked what could cause this so all items that could affect your opponent reload time has been named.
The quickest reload time with Depth Charge equal 2.36
