What is this?

There are players that do this, and I thought it meant their sub was submerged. But it is crazy in that there are nine of these boxes here, but we have only six launchers. What is going on?

You are correct, their submarine was indeed submerged (this player activated Stealth ability).

Each player can fire up to 6 torpedo (+1 as for Mother of All Torpedo master skill), only these hit you.

Sometimes there are more than 6 "Unknown enemy" displays due to recent attack of NPC (for example).

Everything is working as intended.

It does not happen with all players, just a select few. Notice the freeze without showing a Breach exploit, this is also characteristic of those that show numerous unknown enemy drop down tabs. Islands and those who have capabilities not obtainable by all display this capability and should be reported to Support, they have been pretty good at taking corrective action lately.
