24 to 25 quest and test to level up

    In order for me to level up to 25, I need to do the safe and sound quest for quest giver oswalt murrey but I can not get it to come up when I go to him. need help as I been 24 lvl for way to long. any or all ideas br much apprieciated

    Try getting as close as you can to the quest giver as this may help.
