    I have a few of these and can not upgrade them when i remove from ship and want to know if they can only be upgraded during certain times or is it a bug? Thanks

    As he says. The chance to upgrade them are few and far between. Generally your best bet is to wait for an event since upgrades seem to pop up every couple events, just before or after.
