    I believe you will get 4 ELP, for just having an Admiral Cannon and using normal Explosive Ammo.

    1 ELP for the Ammo + 1 ELP for an 100% bonus you get given, * 2 for the Cannon = 4 ELP.

    Test it out anyone who doubts :)
