    As Kosovoa*** stated, at that time you posted there was a countdown to a Server Restart. When a Server Restart is due, for 30 minutes prior no player can log onto the water until the Server Restart has concluded. As the Restart is now complete, you should be able to log onto the Sea Chart without issues.
