    If you receive the Captain’s Dowry from bonus level 3, you can use this in the League of Captains to obtain Captain Gabbar Singh.

    Captain Gabbar Singh has guaranteed stats which you may find useful:
    • Luck: 15
    • Reputation: 14
    • Vitality: 14
    • Perks (both guaranteed):
      • Night Sailor
      • Wind Whisperer

    Why can't it be empowered and why isn't this specified before we give the money on it?

    You got 2 other Captains that are the same. They are give aways and are virtually useless as Captains. Forget them and work with the other Captains.
