captains manouevres - help!

I have onboarded 2 captains, I am at a loss on how to activate a manouevre

examples
captain with full metal anchor, i select him but no button at activate.

If I select 2 captains and click commission still nothing no icons on seachart to indicate anything has happened, season counter still on 0.

I have read the FAQ it is of no help.

A helpful format on how to manouevre
Select captain on tab aaa
Click button x on tab xxx
Click button y on tab yyy
etc

 

Using a Captain's maneuver will be the captain's icon next to like Bastion Canon icon like a chain, a shield etc.

when at 100% click to change maneuver click captain with maneuver you like and click commission will change maneuvers
