Chats mods need to be more proactive- cheats etc

    Player A: Hello I'm new player from Brazil
    Player B: If you are new how come you have gold badge?
    Player A: report me.

    Player A's guild mate (a new guild) also has a high level badge.

    A thinking person might assume the boats were 'bought'.
    Easy for mod to check boat age from id
