    You could first buy a Commonwealth Sellsword lvl 3 in the pearls and crowns shop.
    Now I only see a lvl 2 has this changed.

    Please be aware that Commonwealth Sellsword level 3 can be purchased from the in-game shop only on certain occasions (events / buccaneer bounty market).
