Commonwealth Sellsword with 500 crowns before level 21?

Is it possible to get it from the 17/1 safe heaven?I have heard so but I haven't seen the possibility to buy him from there.

 

The Level 1 Commonwealth Sellsword and Commonwealth Guardian can be purchased from Oswald Murray in 17/1 Safe Haven for 3,000 Crowns (I think?) once you have reached Level 21. Upon reaching Level 24 you will be able to purchase the Level 2 Commonwealth Sellsword and Commonwealth Guardian for 5,000 Crowns from Monroe Robinson, who can be found in the bottom right corner of 24/1.

Oswald Murray was bugged for me and I couldn't click on him.It shows me that I have to pay 500 crowns/day for the commonwealth pirates.So,once you reach level 21 you can buy them once for 3000 crowns and they stay with you forever?

 

I think they must have amended the prices and levels since the introduction of the Commonwealth Officers to all maps. If it shows that you can buy it for 500 Crowns then yes, you can, but it will only last for 1 day.

Once you reach Level 21 you can obtain this much more easily by simply boarding an HRMS Warrior.

You need to go close to Oswald Murray, but if you reach 21 level you can easily get Commonwealth Officers by boarding Commonwealth ships...
