event npc

this new event started today
were are the npc??the announcement stated bpc in all mapps but there are no npc on the water?is this yust me or are the npc really invicible??

 

they are announced like a freedom ship. not sure how or when they spawn.

The NPC's can be found in maps 1 - 40, and as shown above they are spawning and being shot.
