Event quest broken

    last part of phase1 quest is still active, yet I've done first part of phase 2 quest
    there doesn't appear to be any merciful admirals on the sea anymore, to be able to complete phase 1 quest
    next quest round in xxmin yysec also is not working
    This is ruining the event please fix

    as far as i know, all the admirals since change to phase 2 have been souless

    admirals will spawn, most will be soulles but some (rarely) will remain merciless, have fun and keep trying :)
