    Is there a problem with the quests? I keep getting the same one and can never complete it because it quits counting down the damage done to turtle.

    You have to finish the quest by the top of the hour. It resets at that time so you may do it again. You get to do it once every hour.

    Some quests are indeed meant to be repeated. However, there are different ones.
