    When did the 'flares cause more damage against freedom' stop. I'm hitting less than against a normal npc?

    Ahoy,

    Flares still provide extra Damage against Freedom NPCs, however, the Freedom NPC has a large amount of dodge chance, so to hit as hard as you can please ensure you have as much Hit Probability as you can.
