As an extra to the Booty Bags, there will be a Gem Crafting Tools package containing some crafting materials. With those materials you will increase your chance of improving a gems quality or just to get the gem you want.

The package contains:

3 x Binding Crystal (+15%)
6 x Stardust(+25%)
9 x Monocular Loupe (+45%)
12 x Lapidary Scalpel (+65%)​

The Gem Crafting Tools will be available later today until 12 noon on 10th Match (CET).

The Gem Crafting tools can only be purchased by clicking the layer (The Booty Bag layer).

You can't find them by opening the payment section. Alternatively it's possible to get them via the teaser, which appears sometimes on the homepage (you may need to refresh the page, until the teaser will appear).
