To answer this question one should consult the Terms and Conditions of Play. Here is a Cut and Paste.
    • 1) For each Game, unless otherwise permitted, you may establish only one
      1. account. Bigpoint reserves the right to monitor any effort to establish multiple accounts for a Game. In the event Bigpoint discovers that you have opened more than one (1) account in violation of these Terms of Service and the respective additional terms and conditions mentioned under Sec. 4.1, Bigpoint may terminate any and/or all of these accounts.

    Ahoy mate,

While this is correct for most Bigpoint games, Seafight is not one of them. I cannot find the explicit area to copy it. However in the written rules of the game, you are allowed to run multiple accounts at once. You can shoot a ship with two ships, if you can run them you can fight with 2 ships at once. However, you cannot sink your own ship, you cannot capture your own ship. You can repair your own ship with rep cannons however.

Please also take note, that it does state in

1.2.7 Users are authorized to create multiple accounts on the Portal. Several Games, however, prohibit the use of more than one Account by one and the same User (“prohibition of multi-accounts”). Detailed information is provided in the rules of the respective Game(s). Bigpoint strongly recommends that all Users with multiple Accounts carefully read the respective rules of the Game(s), because the use of multi-accounts in certain Games can lead to an immediate ban of the User.
Furthermore, even in Games permitting Users to have multiple accounts, communication, or any kind of interaction whatsoever, between accounts of the same User is prohibited (ban on “pushing”). In particular, an Account may not be used to create advantages for another Account from the same User, for example, to transfer items or game currency from one Account to another Account of the same User, or to allow one Account to fight against another Account of the same User.

So it is necessary to read the respective rules for Seafight, to ascertain whether this is allowed or forbidden.
