Lag so bad

    My user id is 40/42003986. I play on USA East. I am an elite lvl 19, my elite points are:
    80'054'284 / 92'118'218.

    My problem:
    I cannot play at night due to horrible lag. I log on many mornings around 6:00 am est. I have no problems whatsoever with lag in the mornings from 6:00 am until 1:00 - 2:00 pm est. From 2:00 pm - 7:00 pm the game becomes somewhat lagging but is tolerable.
    At night however starting from 7:00 - 8:00 pm est until midnight, I simply cannot play the game. My ship freezes on the seachart and will stay frozen for 3-5 minutes at a time. Then it will unfreeze and I can pick up 1-3 shineys or travel 1/2 across the map, then my ship freezes again. I click bottom left and my ship goes bottom right.
    I do not believe the problem is my computer. I have a new gaming computer that works wonderfully. The problem is not my cache. I do clear it often and this does not improve my ships performance. I even play on Google's incognito mode so there is no cache.
    I play on several different browsers. I use Google Chrome, Internet Explorer, and Diglo. With all three browsers I experience the same lag.

    My Question/s:
    1. Is there another browser that may work better than the ones I am currently using?
    2. Is there something that I need to change in the settings on my sea chart screen?
    Under graphics I run view port at: maximum. Display details I have on: low.
    Maximum FPS: I have it maxed out. Smooth map scrolling and faster map changes are both checked. Scroll speed is: maxed. Under elements I have all boxes checked except "tool tips".
    Under animation all boxes are checked except "boost". Under environment I have no boxes checked.

    I suspect that the problem is simply with the game. If that is so then please just say it is and I will no longer try to play, other than in the early am. If there is something that I can change or am doing wrong then please advise. Any help in this matter is greatly appreciated and I thank you in advance for your time.

    I have the exact same problem, but it's only on USA east, I've never had a problem on uk. been happening since halloween event.

    I have a question do you happen to have verizon fios?

    I do not. I am on att u-verse wireless network. I am located 15-20 minutes north of Atlanta (not sure if maybe location has something to do with it). I am not super tech savy, I know my way around the comp okay but would not be able to check Tracert" on the movement of the packets between clients and server. I am however considering calling the "Geek Squad" to stop by around 8:00 pm and log onto seafight and see if they have a solution. Of course that would dip into my mega hour money this month, but it may have to happen that way lol.

    I have complained about this same problem for one and a half months. All they tell me is they don't have a problem on their end or can't duplicate the problem. I hope that with this many players having the same problem they might finally wake up but don't hold your breath. I have tried four different browsers with same results. It's their problem.
