    USS_Defender(CAG-01) Exceptional Talent

    My Captain is level 10 and all items are green except reach and max level 10. Since Captain shows as level 10 what is reach so that it turns green?

    please be aware that your Captain has to be level 10 with his/her EXP bar fully maxed like shown in the picture below.
