    Does the equipment i chose to put on my cap change the outcome of his status next level? or is it just based on his base stats?
    I got a captain i want to empower with one that is Elite tier with 3 perks if i put the 25% for perk trans is it for every perk that captain has? ex: i get 35% chance for every perk in his kit

    Ahoy,

    The equipment you equip on a Captain has no effect when you improve their Tier, and of course the equipment you equip is lost. If you improve a Captains Level, then their base stats improve, so your equipment would have more of an effect in that regard.

    Regarding your second question, you would have a 35% chance that a random perk is transferred.
