for a quest i'm needed to collect McCabe Sculls, where do i find these items?

McCabe's Skull gained from completing the Daily Quests; Animal Crackers, Banking on Sterling, and There and Back Again

Your fellow pirate is correct, McCabe Skull is a quest item obtained from the daily quest.

Please note that some of the daily quests may not be available for your due to pirate level requirement.
