    I have capped over 50 hmrs surprises and can not get the stupid seagull

    Do you have any other quests running at the same time. If you do, you will need to cancel the other quest . It is a known issue and they are working on it.

    and I have tried to reset the quest also 5 times

    I know on those quests it takes a many boarding to get what you need. Reset it once and keep at it. It takes a lot of ships. If nothing after a couple hours let us know.
