    A Silver-Tongued Rogue quest for 22 level can't finish it. For passing test need 250 crowns. I have 273000.

    Ahoy Vess!

    Please sail to the quest-giver Gwyneth Belina Fairfax (located in map 22/1) and move your ship closer to the quest-giver.

    That will trigger delivery part of your quest and you'll be able to finish it.
