    My ship is Level 36, yet I cannot start this first quest for some reason. I tried to on two different days, and I get as close to the Quest-Giver in SH-38/1 as is possible . What am I missing? (I play on the old U.S. East Server; my ID is 40/39576125). Thank you in advance for your help!

    Hey @The*Defiant ,

    have you noticed that there are TWO Fang Weisheng at SH38? Talk with the one in the middle of island.
    That should help.
