Scroll Npc's still going full speed at low hp

    Ever since y'all changed the speed system.. ive been having to deal with waves 25-28 of cancer not slowing down at all( Especially sucks trying to rep with a pesky 4k hp npc that had a base of 500k+ still chasing you down without slowing down the slightest)

    Even now.. getting chased by a pack of npcs lead by one that has 26k left on it
