Smugglers + Pirate Rank?

So I guess I have 2 questions.

First, do smugglers spawn randomly or is it like every hour and do they spawn one on every map or one on random map 1 per 16 maps 1 per 17 -18 maps and 1 per 19-20 maps?

Second, I am currently Baron of the Seas and I was trying really hard to reach the next rank Prince of Pirates. However, in the last event the number of points I needed went up from like 500,000 to 700,000 I believe that is due to people using the ammo thingy where they had infinite ice ammo. Will those players be removed from the ranking because it is unrealistic for a honest player to have to compete with that.

The smuggler NPCs spawn a few times an hour at equal intervals. They spawn on the same maps each hour.

All those that will be found to be using any kind of exploit will receive a perminant ban and will be removed from the rankings.

The points are ever changing due to other players and it will also go on how many players are on each server because only a certain amount of people can have each rank.
