Bug Test 39-40 quest giver issue

Hi,
The Quest giver XIE-SHULEI doesn't allow me to accept the pirate test for lvl 40 !
I have refreshed the list of quests, gotten closer to the quest giver, nothing works.
I can only accept the daily quest of boarding 10 Cunning Shark but I don't need this quest anymore since I have completed and collected all 5 items each, from every quest giver required in order for the test.

you have to do this quest in order to start your pirate test

Your fellow pirate is correct, this test needs to be completed before the Pirate Test is visible.

Thank you for the info but I need to ask ... Is this OK ? I just don't find it normal to make a 6th quest for nothing...it's pointless, the pirate test should be visible without other stages ... waste of time first of all because the npc's are verry rare and on a high demand and second that it's not a requirement for the future test, I will give this a thumbs down.
