Why can I not get a quest

Why can I not get a quest from Oswald and Fairfax for the zeon skull? It has been 2 days and it still will not let me do the quest.

Some quests have a special requirement.

For example:

Latches and Locks - require you to be at level 27+
How to Train Your Viking - this one can be done only at lvl 27 and 28​

finally able to get quest How to train your Viking. but still unable to get Latches and Locks or any other quest from Fairfax.

As stated previously, your pirate level must be to high / to low.

Take a look at the thread provided above, there you can find all quests with a note on what level you need to be to see such quest.

Additionally make sure that you finished every quest - some may require you to finish the entire quest line for your current level to uncover the daily quest.

On which pirate level are you currently?

I am level 27. I have done both quest before. got 7 zeon skulls so far need 10. ben unable to get the quest to get more.

Just got back on and was unable to get either quest

Well... that's normal you cant do all of them in one day.

As stated previously some quests can be done only on certain levels.

These are the quest that should be available to you at level 27 (after you complete the entire quest line on that level):

Please make sure that you are going to correct quest givers, some quests (like mentioned above) can be done only on certain levels.

If you have a problem with quest-givers make sure to describe it in as much detail as possible providing your server and user ID.

On your current pirate level (27) there are only TWO quests which provide you with the Zenon Skulls - these quests are Latches and Locks and How to Train Your Viking like it was pointed to you by me before.
