    Do I have to be a certain level to craft lvl 1 60s. I have the required items but will not let me craft them

    Yes you do. From the Seafight Bible:

    60-pounder = Level 1+
    60-pounder Level 1 = Level 11+
    60-pounder Level 2 = Level 13+
    60-pounder Level 3 = Level 15+
    60-pounder Level 4 = Level 17+
    60-pounder Level 5 = Level 19+
