    There is late quest in the string of quests that yields the "Vovoi Map Book". To get to it, I have to get past the quest "There be Dragons" (Defeat 3 Draconis). I've tried it twice, and no dragons get spawned. And the "draconis" is not listed in the list of "Admiral's Rage" items. Any ideas?

    Draconis rage can't be found anywhere because Draconis is just a regular event NPC which can be found on maps 21+.

    I can't go to that level. I thought some required npcs in the higher maps were put in all maps for certain events, so everyone could get to them. Nonetheless, thank you.
