    Without a doubt this is one screwed up Event. The Quest giver gives quests that are not in the Forum. Where is the information on how to obtain Enemy Plans?

    Ahoy USS_Defender(CAG-01)!

    Not all quests are within the forum yet, this takes time.

    All quest items can be obtained from the NPCs found on the surface / atlantis, if your quest mention any specific NPCs then it is most likely to be dropped exactly from that one.

    @Update

    Enemy Plans can be obtained from Atlantean Admiral Raging Beast
