    Could you please tell me what do you mean by "Engineering the federation"?

    Are you referring to Commonwealth Enginering? If so then Commonwealth Engineering is a quest item which allow you to skip few quests within the     Quests:Roat to Atlantis - Quest Line 7 - Optional

    Alright! So as stated previously this item can be used to skip on 3 quests within the Road to Atlantis Quest Line 7 (Optional).
