Promotion, should it be using my ranking from all servers for the top33% ?

As soon as you'll be able to ascend (all requirements meet) there should be a green arrow next to your name.

If its not there then you have not meet the requirements.

And to answer your question - Yes you have to be within 33% of your current league.

Its telling me I'm ranked 128 which is my all server ranking, Im ranked 30 out of 99 on my local server.

Do you meet all requirements to ascend?

1. You need to be active.
2. You have to get a minimum of 1.000.000 ELP in the current season. (amount of ELP required within the season differs for each league)
   1. Seahorse - Total ELP 5,000,000 Season ELP 2,500,000
   2. Barracuda - Total ELP 100,000,000 Season ELP 5,000,000
   3. Manta - Total ELP 500,000,000 Season ELP 10,000,000
3. The player needs the basic number of qualifying ELP to ascend.
4. The player needs to be in the upper 33% of all players within his current league.
5. The player must have been within his current league for at least 7 days.

Please be aware that you have to be within your league for at least 7 days since this season (season started 15th so you wont be able to move higher before 23rd).

Only ever been in this league.

 

As mentioned before you do not meet all requirements to ascend within the league.

However your print screen provided shows negative values - in my opinion that should not have place.

We will forward your issue to be investigated.
