    I feel the same way. But try canceling the quest and do it again. I am pretty sure the map that has the coordinates that you sail to also has him in it. I had the same question as you, and remembered the coordinates map and went back to it and found him! I apparently missed him the first time around. He does appear on your compass rose, so you don't have to hunt where he is. I hope this helps!
