New cooldown/repair delay

As many users know there is a large imbalance between using the keyboard v using a mouse, a prime example is boarding NPC's, kb users can spam the kb and get the board every time, mouse users can't do anything until the board button lights up by then it's too late.

As a mod has stated the repair delay was added to stop the kb spammers repairing and shooting at the same time, the current delay to repairing is way too long.

A simpler solution is to lock kb input to the until the corresponding mouse input is available.
As an example the repair icon lights up so you click it with your mouse, kb input for repair is locked until seachart repair icon is illuminated the same as for mouse users.
The current delay only needs to be approx 3 seconds the same time as it takes for slow cannons to reload.

BUG: you can start repairing using the kb shortcut before the repair icon illuminates, so the repair delay only affects mouse users!
