    how and where do i acquire the solid metal scraps and sturdy wood pieces needed to create painbringer cannons?

    You need Pirate Steel (listed under cannon upgrade material, crafting).
    You create pirate steel then convert it in the reclamation section in crafting to get solid metal scraps and sturdy wood pieces.
    Pirate steel recipe is available sometimes, but you need to buy a package before you can buy it. You only need to buy it once.

    You have to use the Reclamation Section to destroy existing cannons to get parts which Pirate steel is one of them
