    The Gemcutter can upgrade gems for you in the Safe Harbor. "

    How do you access the gemcutter ?

    "...there is a small chance that a level will be skipped (but not past the maximum level)."

    What are the maximum levels ?

    if it still seems confusing I can explain. gemcutter is released on next update of transmogrification system. you will find it by going to safe harbor and it will be in a tab next to configuration. to upgrade gems you have to have 4 of the same level gems, put 1 gem in each of the 4 upgrade slots and click fuse. there is a 25% chance that the upgrade will work but this chance can be increased. when it works, the gems will be upgraded by 1 level, with the odd small chance that they will upgrade by 2 levels. Finally, the maximum level for gems is level 20. Hope this helps.

Finally, the maximum level for gems is level 20."

    This basically means that it will cost 4 gems for each and every upgrade. However you may jump a level and get 2, 3 or even if you are very very lucky 4 level upgrades for your four gems.
