    Can anyone tell me why you would need to spy users in other servers?

    Maybe they mean other sub-servers within the mega server?

    Hello Pirate,

    Your fellow pirate is correct. By stating "you can now spy users from other servers" mentioned within the patchday notes we mean the players amongst the Ultra Server.
