Ship Gems Question.

This probably has been asked somewhere but I scanned briefly and didn't see it. When I touch the individual ship gems in the main picture and then compare them to the values listed on the right side, the ones on the right side show higher values. So which do I have? https://prnt.sc/16uyyry

 

Its only rounded, you can use their name/form/mouse over to see the real stats.

 

The Gemcutter differences are not the same. Example: "Cannon damage" on the Pentagon Chart shows 27% when I touch the gem with my mouse, yet it shows 28% on the far right. Another Example: "Damage prevention" on the Pentagon Chart shows 27% when I touch the gem with my mouse, yet it shows 28% on the far right. "Hit Probability" is 13.5% versus 14%. "Dodge chance" is 16.5% versus 17%. So they all appear to be one level off. Which is correct? (I don't want to be cheated out of a crafting level that I performed).
