    Since this is running concurrently with a major event, is it safe to say that there will be no event completion or hot streak with it?

    The damage caused by SooF event is supposed to be that way - there is nothing wrong with it.

    These NPCs were designed to be hunted in groups, not on your own.

    This makes no sense to run this during the current Halloween event. Another weird decision by SF...

    EDIT: Rymar, does that mean this event does not count for the Streak?

    This event is always run during the Halloween, it is not necessary for anyone to participate within this part if you don't wish to :)

    It is just an additional chance to obtain some older ship designs.

    If that's the case, shouldn’t the NPCs only attack us after we attack them? Jack is dealing 500k damage per hit, and he doesn’t even appear on the minimap like lucia and kiribati, that feels a bit overwhelming.

    No, on SooF event NPCs are aggressive to all players around them.

    The damage dealt by them is also set correctly, players are supposed to play in group against these NPCs.

    If you don't want to be shot by these move a bit higher (maps) as these NPCs sail only within 6-20 region.
