    Launchers have not been yet implemented to the game.

    Please be aware that Launchers are not required to fire your torpedoes.

    go to "anchor" on top bar and locate "gemcutter" on its dropdown list - click & it should allow you to access Submarine gem additions

    Regarding your questions, Submarine Gems works exactly like Surface gems.
