Considering this info:
here is your maximum damage prevention found in the Seafight Bible:

Agwe's Armor Plates: 10%
Super Armor Plates: 10%
Adamantine Hull Castle Level 8: 16%
Defense Skill: Reduce Harm: 13.8%
Agility Trainer Level 3: 2%
Aventurine Ship Gem Gem: 5%
Aquamarine Level 26 Gem: 26%
Sugilite Level 26 Gem: 19.5%
Brothers in Arms: 5%
Reinforced Ribs Level 3: 16%
Level 7 Master Skill: Tough Nut: 5.25%

Total: 128.55%
but remember that NPC's have their own percentages to hit you so there will not be a time that you receive 0 damage

what the hell am I doing wrong?

They are using a lvl 2 or 3 Commonwealth Guardian with 60/70 % dodge chance. Level 2 you can get from boarding HRMS Surprise, and then they also have Agility Trainer lvl 3, giving you additional 15 % dodge + dodge on Pet and Ship + Special stone on ship (5%) + the buff on black market, that also gives you 5 % dodge. With a defensive set up, a high level player can easily get less than 10 k damage from the admirals.
